Summary: רב יהודה ruled that as long as פנים חדשות (lit. a new face) is present at a meal during the seven days subsequent to a חתונה, the ברכת חתנים (colloquially referred to as שבע ברכות) are recited. The definition of פנים חדשות and what prior experiences/activities preclude one from being including in this category is a matter of debate. According to the רמב"ם, one who heard the ברכות נשואין is disqualified from constituting a פנים חדשות. The ריא"ז has a slightly varied approach, he rules that if the individual heard the ברכות at the נשואין or at the סעודה, he is disqualified from being a פנים חדשות. According to the רא"ש and the רשב"א, even if one were at the חופה, as long as the individual has not yet joined in a סעודה during the שבעת ימי המשתה, the individual may be considered פנים חדשות. According to רש"י, as explained by מאירי, as long as an individual did not join in the previous day's meal, he may be considered the פנים חדשות even if he has participated in previous meals with the חתן וכלה (however, the רמב"ן understands רש"י to rule like the רא"ש). The most novel interpretation of the גמרא is advanced by רבינו נרבונא, he suggests that פנים חדשות means that the people who were new faces at the חופה have still remained in attendance at a later meal during the seven days following the wedding, then ברכת חתנים may be recited.
In addition to this most fundamental requirement, רבינו תם as well as the רא"ש and the ר"י, all require that the פנים חדשות be someone whose presence would enhance the שמחה of the סעודה. Accordingly, רב האי גאון was critical of the custom that the חתן וכלה are escorted by the congregation (random individuals who clearly do not satisfy the פנים חדשות requirement) to their home, where the ברכת חתנים are recited. The חלקת מחוקק clarifies that it is not crucial that any additional food is served to enhance the שמחה, merely that the פנים חדשות are people who are "ראוי" for such special treatment. The ערוך השלחן elaborates on this point as well. The רבמ"ם has no such requirement, and רב חיים explains that this is because he holds that פנים חדשות is not a דין in שמחה. (This also explains why the רמב"ם doesn't allow שבת to count as פנים חדשות.)
